BALT believes that the consent decree must specifically and separately address the circumstances of young people in Baltimore. Young Black people in Baltimore are placed in dramatically underresourced schools, suspended at disproportionate rates starting at age 3 , and 1 pushed out of school and into the criminal justice system at a shocking rate. For that reason, we created a separate document that contains our demands for juveniles in Baltimore.
